Manteca Unified Can't Produce the Documents That Would Prove Its Screener Is Legal

CPRA Request MUSD-2026-0301 targeted state approval records for the NWEA MAP reading screener. The district returned null responses for all state agency correspondence and formal approval notices. CDE's approved list — published December 17, 2024 — does not include NWEA MAP. MUSD is in year four of a five-year contract. An enforcement letter demanding a supplemental search declaration under Gov. Code § 6259 has been sent to outside counsel at Spinelli Donald Nott.
