Manteca Unified Has Been Using an Illegal Reading Test on Kindergartners for at Least a Year. The State Knew. Nobody Stopped It.

California law requires school districts to use state-approved reading screeners for early learners. Manteca Unified isn't using one — and the California Department of Education confirmed it. For over a year, thousands of K–2 students have been assessed using NWEA MAP, a commercial screener that violates Education Code § 53008 and does not appear on the CDE's approved list.
