144 Points Below Standard: The Hidden Academic Crisis at West Park Unified

A Dismal Freedom Press investigation into Western Placer Unified School District reveals Long-Term English Learners (LTELs) scoring 144.1 points below the district standard in mathematics — a staggering achievement gap that district leadership has failed to address. English Learners across WPUSD are also performing 39 points below standard in English Language Arts.

When a civil rights complaint was filed over these conditions, WPUSD administration responded with what DFP documented as dismissive behavior — including a "laughing face" emoji in response to the complaint. Our investigation uncovered evidence of administrative suppression of complaint documentation and a hostile school environment contributing to poor academic outcomes for the district's most vulnerable student populations.

At Twelve Bridges High School, a "Club America" event exposed what DFP characterizes as administrative "bad faith" — a pattern of neglect that has allowed these disparities to persist while the district publicly claims to prioritize equity. The data tells a different story.

We're Taking the WPUSD Investigation to the State. Here's the Full Timeline.

After the WPUSD Board of Trustees voted 4-0 to reject an appeal and the district missed deadlines on both meeting minutes and Public Records Act requests, DFP filed an Urgent Consolidated Supplemental Filing with the California Department of Education on Feb. 18, 2026. Board Vice President Proffitt's email coordinating the Club America event was omitted from the administrative record.
