Manteca Unified Has Been Using an Illegal Reading Test on Kindergartners for at Least a Year. The State Knew. Nobody Stopped It.

MUSD has administered NWEA MAP — not on California's approved screener list — to K–2 students since at least June 2025, violating Education Code § 53008. CDE confirmed noncompliance only after DFP's inquiry. Superintendent Thurmond's office declined to respond to three direct questions about the enforcement failure.
